Not really. OEMs often customise the Intel reference drivers then just don't update them. Hiding the Windows update and force installing the reference drivers works until they update the WU baseline driver.
Wonder if thats why my Surface is having issues with moving Edge from one screen to another and streaming video from CCTV...
So it's not so much MS at fault here, it's Intel for releasing firmware with unnecessary features turned on which can break the OS it's supposed to be used on, something that shouldn't have happened.
While it's not exactly a good look for MS to have to pause the update again, it's not their fault and they're actually being proactive to protect users where an issue might occur.
