I did read that at least one of the manufacturers says the fan stops when low load. So I expect it won't be on while your just browsing webpages or day to day stuff like Word etc. More when gaming or high work loads and I expect the sound in those scenarios will be negligible

It's not (just) the potential noise. It's the very idea of having that particular moving part on the motherboard. It's just waiting to fail, and when it does it'll be very hard to replace, if at all possible. Just have a look at the respective board shots. Does the fan look easily replaceable on any (or just most) of them?

I would wait until real world PC Mark loading access benchmarks before jumping on the PCI-E 4.0 bandwagon just for the slew of NVME PCIe4 drives that are sure to follow. If you need the board for the CPU, fair enough get a new one, just make sure it is value and you can't get something just as reliable second hand [perhaps].
I will be sticking to the x470 and b450 boards I have for a while. I was planning on building a living room system (still have the parts around)

I was thinking a 3d printed duct from a front case fan to the motherboard fan vents would provide enough airflow that the motherboard fan should stay switched off in passive mode at all times anyway.
ISTR BTX motherboards fixed a lot of these thermal layout problems we are seeing with modern CPUs.

miniDTX does make a lot more sense than miniATX for a SFF gaming PC. Most decent graphics cards are going to be at least dual slot in size, which means any case big enough to fit the graphics card will also accomodate the slightly taller miniDTX mobo.

Fans on the mobo still look weird to me... Will it not be limiting with huge cpu coolers like noctua nh-d15?
