I think it would be good to be able to transfer the entire rights to the game once you're done with it, by selling it on the same platform you purchased it on. But it needs an admin fee for the platfrom to afford to do that. It's not fair to ask Steam to go through the whole hosting/downloading and registering for no money. It does cost them to set host and set things up.
So if a default price of say €7 was charged for moving a product code from one user to another, everyone knows where they stand and that's that.

Looking at how Star Citizen (that awful game, bash, bash, bash) players went about selling their in-game stuff, including ships that hadn't even been developed into digital assets yet, I think that might provide some insight.
But then, I sell off those trading card things on Steam's marketplace and have made enough to buy entire games on at least two occasions, although it took ages and they weren't expensive ones...

Well, the whole SC thing I view as buying art frankly. I've paid about £300 for "art", I love the detail that went into it and that I can walk around and sit in it

To that end, you didn't buy the art itself - You've bought a season ticket to an art museum... and seemingly one where most of the advertised exhibits are still closed!

This was an interesting read, apparently the EU law regarding copyright and digitial distribution may overrule this judgement. Or, what may happen is the judgement will be held up but the resell will see a cut go to the copyright holder and to the reseller (unlike what happens with physical goods).
Buttt, the copyright holder will actually have to put permission to resell clauses in their copyright/ts and cs.
