The temprature/fan program shows fans on 1 and 2 but the second is almost double the rpm of the first. I'll double check my bios settings.

double the speed doesn't mean double the efficiency..not in a little case with such cramped conditions...
in FACT its possible a slower speed will create a loss less turbulence (and therefore less noise) and cool better....
not on the heatsink..thats turbulence central anyway, what with fins etc so close to a fan..but on the extractor....its gotta be efficient and its a diff kind of fan...it throws the air outward or inwards, not through itself.
Be brave....tryit....but FIRST...knock the speed right down on the cpu and run it through some benchies and then check cpu temps
