The coloured part is removable, so yes you could easily paint that any colour you like

but beware affecting the thermal properties. eg thicker overall paint layer and surface finish, colouration etc can affect thermal transmittance etc

Most RAM heatsinks are purely cosmetic, they are beneficial when you ramp up the voltage to increase speed and lower timings, though very much diminishing returns.
