VPN is an obvious option but you usually take a speed hit when using them. Also handy to know what traffic they're throttling, it would not be everything.
If your ISP is throttling your bandwidth, and switching providers is not an option, the easiest solution is to connect through VPN. A VPN, or virtual private network, encrypts your internet traffic, hiding it from your service provider. It won’t be able to inspect the data packets, so it won’t be able to throttle that traffic based on what service you’re using. The result is pure, unrestricted streaming video.

Please bear in mind that a VPN will likely have limited bandwidth also.
Additionally, a VPN is basically a man in the middle of all your internet communications. This is an exceptionally bad thing for privacy and you have to be very careful who you use. If it's sponsoring a youtube video, don't bother.
As above, ISPs often throttle certain sites at peak times. So youtube might be throttled but smaller video content providers not.
Also, there is potentially throttling at two levels for comsumers. First with your ISP (say you get broadband with your mobile phone contract) and then on the wholesale network (BT). The ISP is at the mercy of BT.
You may be able to look through your contract for minimum guaranteed connection speeds and the terms on throttling / traffic shaping. They may be breaching their own T&C. Whether you can get them to stop doing so is another matter entirely.
Generally, you're best off just moving to another ISP but it's not exactly easy to find one that will not throttle you, especially at peak times. You'll also pay more for decent ISPs.
