Adelphia cable?

Would anyone know if you can get Adelphia cable to upload faster?
I have 4000kb/s down and 386kb/s up and for sharing, that suck because you get files ultrafast then have to leave it open for days.
They gave me a motorola surfboard for a modem, should I get different one so that I can change the setting?

sorry man, upstream speeds generally tend to be fixed at set levels as nobody needs to upload very much data
