not that I know of and this question is asked a lot

    the hardware is expensive
the cheapest solution is a linux box with some shareware on it that limits the connections through different NIC's
    clever stuff
but the short answer is NO, and buy a stick to hit your brother with if he downloads pr0n whilst you're gaming

    Netlimiter is very good.

You can set seperate up and down limits for individual programs but ALSO you can limits for individual connections e.g. if you have 4 ppl uploading from you you can set limits for each individual upload....

You also have a scheduler so you can take the limits on or off at specific times.

Anyone with a bit of savvy would be able to unlimit themselves tho if they realise they have NetLimiter on the PC (mebbe change exe name etc ??)

Expand the program using the little "+" icon and each socket connection is displayed and you can limit each one... e.g. if someone is getting 20K then choose that one and turn it down to even it out with others.
