they are oftern much more expensive as well.
ive used draytek vigor 2600's to do this in the past.
they can slip by protocol and total useage
your normal broadband cable / adsl router wont do this. You need a business / enterprise router to be able to do this.
i gather you want to be able to limit others in your house / network from hogging your bandwidth?
I'm fairly sure i put a linksys at my parents (Abg jobbie) which has QoS that would let you achive what you want.

you want a linksys wrt54g + dd-wrt firmware, will let you throttle on a per port (tcp) per port (physical) per ip or per protocol basis.
I'm not wanting to do this; it's just something I suspected must have happened on the house wireless router.
