I would also vote waiting for Haswell if you can, but if you have to get one than 3570k and a z77 motherboard is a great choice. Unless the you can find a 2500k at a much lower price, otherwise I think the additional features of the Ivy+z77 is better.
Also Ivy Bridge is clock for clock faster than Sandy Bridge so it does not need to be the same clock to have the same performance. I recon a 3570k at 4.4Ghz is about the same as 2500k at 4.8Ghz.

Naa, the architecture can't account for 400Mhz speed difference. At least I don't believe it

But yee, if you don't want to wait, go for Ivy and a Z77 board. You will get all the nice things as USB 3.0 native and PCIe 3.0 supported by the CPU. Make sure you get adequate cooling for Ivy Bridge over-clocking (despite the lower TDP, at higher frequencies it got more heat issues that a Sandy Bridge CPU).

One gen to the next is often an IPC increase of 8% - 10% - for instance, Llano was ~ 8% faster than Athlon II, clock for clock. At > 4GHz, 400MHz is less than 10%. So in that particular scenario, it potentially could.

If you put it that way, and one thinks about it, then yes, it is, but 10% performance increase is usually the maximum. Real world applications will benefit less.
