Well I've just "virtually" spent £4300 at SCAN and ended up with nothing more than a pc without an OS.

If you really wanted to throw money away, I'd be considering a Classified SR-X with a pair of Xeon processors.
Even so, I'm struggling to think of what you could do. Sure, you could buy a Titan, but it would achieve nothing. A massive SSD, sure, but typically you'd only need 120GB or so.
And, naturally, unless you're encoding video or similar, that Xeon will be utterly wasted.

Yes, it's unfortunate, but the way budgeting works in every publicly funded body is that if you don't spend your assigned budget in the financial year you get your budget cut for the following year. Due to uncertainty, budgets are always set with some leeway, and no-one is going to be willing to risk losing that leeway the following year - sadly most managers only see unspent money, not sensible leeway. It's a massive fail in logical thinking, sadly.
What that generally means is you get a lot of large capital spending around this time every year. This is actually *good* the country and the economy, as that money gets ploughed into a variety of retail and service industries. The way to stimulate an economy is not to starve it of money - whatever successive governments may have told us. The bottom line is that there is £5000 in a public service budget that has already been allocated - the public won't get that money back, so yes, it should be spent in the year to help stimulate the economy, and to provide goods and services that will be beneficial to the service spending the money. The OP has already pointed out that he won't be buying a £5000 PC - he'll be recommending other, better, uses of the money. And if he did find a way to spend it all, within the UK, on a super-duper PC? I wouldn't blame him at all.

Get a decent PC for £300, then put the rest towards that fibre connection. You might get a bit of the installation covered for that, or a few months lease to a datacentre if it's already installed. :P
It's actually fairly difficult to spec a PC costing that much...

I don't think it matters whether or not there is something to plug in to the fibre-optic connector just so long as there is a fibre-optic connector to plug into should a fibre-optic cable materialize in the future.

I did it quite quickly by merely choosing the most expensive item from each category at SCAN (I'm not saying SCAN are expensive before anyone says I'm trying to pick a fight, just that I chose the most expensive item) and got to £4300 really quickly.

Oh no...I will supply the spec as requested plus all the reasons why it's not a good idea and I will supply the alternatives and all the good reasons for them. It's the guy with the budget who will make the final decision :)
