Disable A Piece of Hardware via Software?

is there a util which can disable a piece of hardware in your computer? just a temp disable, which you can re-enable which a click of a button? reason I ask is, I posted before about running 2x gfx cards but one won't work with the other installed, even in hardware-device manager if you disable it still won't work as it should do.
