No because of the pump noise. In a nutshell, If the water cooling has the same fans as the air cooler it will sound the same and cool about the same but it will still have audible pump noise at idle when the fans will be almost silent. This will be noise when your're quietly browsing the internet for example or watching videos without headphones on so it could be the most annoying time.

Water cooling can have more cooling capability than an air cooler as you can have more and bigger fans on the radiator plus more cooling surface area than an air cooler can possibly have.

This a good review/comparison of air vs water coolers I watched: https://youtu.be/qntVQmLHDhI

Has anyone seen anything about the IceGiant ProSiphon. I saw a review of the prototype last year but haven't looked up the slimmed down version which is supposed to perform just as well.

Depends on the water cooler. This can certainly be true of some AIOs, but a custom loop with, say, a PWM D5 setup ought to be near-silent, especially at idle.
The biggest advantage of a custom loop is that you can find a rad-fan combo to perfectly suit your case setup for silence and any given cooling capacity requirements. With air coolers and AIOs, you're stuck with whatever rad (and pump) they give you, really.
