My mates PC is playing up. When he right clicks an icon it just half loads the pop-up menu and then freezes. If he right clicks an empty area its ok

You'll need to give some more information than this, computer spec, OS version, is it service patched, how long it freeze for?.
Personally it sounds like a windows re-install is in order.

does it always load exactly the same amount of info on the pop-up windows? do all pop-up windows always load the same regardless of icon? what is the last thing displayed?

last thing displayed "I think" is *open with*
its the same thing displayed each time no matter what icon.. it just freezes at the same row.

You can edit what the Open With does by using a tweak tool like TweakUI IIRC. A reinstall may fix it otherwise a clean install will be needed, sounds like something has been corrupted somewhere, be careful if he's o/c'ing. You could check the M$ KB but I doubt it will really help.
FFS ... why does everyone put it down to "overclocking"... about 10% of PC users overclock... so this is a minority...
he doesnt overclock... and if he did... why would overclocking freeze the pc on a right click of an icon????????

overclocking freezes my PC in 3dmark at exactly the same place each time well 'more overclocked than it is now' overclocking. but yes, its to try and rule out possiblilities. its 10x more difficult to troubleshoot problems if you're not sat at a PC...

As Cr4iG says it simply removing other factors. If you read what I posted you should notice I said, "sounds like something has been corrupted somewhere, be careful if he's o/c'ing." because o/c'ing is by far the biggest culprit for file corruption. If he did a reinstall or fresh install with an o/c that throws out the odd error (easily missable) it may cause other problems either during or soon after the install.
