It sounds like your upper and lower filters. A few apps can cause this, the solution tends to be the same:

thanx steve
actually at first i thought it did, but unfortunately it did not
i followed the instructions exactly and deleted the upper and lower filters.
then uninstalled the existing drivers drivers (in control panel) just like the instructions said to do.
however upon restarting the computer the drivers did not re-install like the instructions said that they would.
i tried manually installing the drivers (control panel / add hardware) but windows gives me this message:
"Windows cannot load the device driver for this hardware. The driver may be corrupted or missing (code 39)"
cant i somehow just re-install the drivers even if its from the original windows disk?
i dont have any system restore files
i found that theres ALOT of people having same or similar issues:

unfortunately none of these fixes worked for me!
im literally going crazy with this now
Does it fix when you take the TV Tuner out? or uninstall the drivers?
Can you post the exact spec of your drives and the Tv Tuner? This may help others understand and troubleshoot the problem better.
+ people will know not to buy that TV tuner untill new drivers fix it.
