They don't block the ports, they are slightly behind. They redirect the thrust forward. All modern jets (Including Airliners) have them.

Whirry noise would jet be the motors for them. The are probably just a tad chunky bits of metal moving.
They always do it at that point to slow down for the bend, and to probably make spectators jump a bit aswell.
