If they kept accumulating dishonour, then eventually they'd have nowhere to go, as even their friendly home territories would effectivly outlaw them, which would mean pretty much no quests (the NPC's would attack them on sight), no auction houses, no armour repairs, no nothing.
They'd basically have to leave the character alone for the dishonour to wear off (which would take months if they were that bad), which would solve the problem.
That's not to say there wouldn't be the odd isolated attack, but I think it would mean an end to the days of 30+ level 50-60 turning up in relative noob towns like XR making it hard for the players in that town to do anything for most of the day (killing the windrider master, quest NPC's etc etc).
I really can't see how they could implement an honour system without an opposing system of dishonour to keep it balanced.
