Is this power supply decent enough quality? I will be using it to power a 4690k and a Gigabyte GTX 970 Gaming G1. I am more concerned about the quality of the PSU rather than the wattage of it.

I have the CX500M and I wouldn't recommend it. Power delivery is fine but the fan has started clicking and vibrating. I'd put my money elsewhere now.
One does not post in a suppliers subsection asking to have their products critiqued.
I bought a CX600 once before and returned it. It kept whining/squealing even when the PC was off... I had to switch it off at the wall. Don't forget the CX "builder" series is Corsairs value/budget line so I wouldn't expect too much from it.
I've had a CX600M for a few months, the black cables are good, shame it only has 2x PCIe 6+2 pin power connectors, unfortunate that the 24pin is sleeved and multicoloured, nice that it's short, silent and very cool. I've noticed more irregular sounds from my GTX 680 than the PSU (none at all from the CX600M).
For the price, it's fantastic, if you spend £20 more you can probably get a more efficient PSU with better components, I suppose.
I use to run the cx600m but i upgraded it was a solid psu that never had any issues when i used it. It also didn't seem loud. You could go for that but i would personally suggest to get a higher end PSU though for future proofing.
