PSU issues

So I have a thin-ITX board and recently got a NAS case with a flexATX PSU.
The board doesn't boot with the PSU. There's power to the board but there's only a very quiet clicking sound...
The board otherwise boots with 2 other PSUs, both similar power and same cable configuration (20+4pin and 4pin extra)

Any idea why the board doesn't booth with the flexPSU? And what's the sound?

Yea, have to try the PSU on another setup but my only other setup is my main ITX build and to get to the power cables I would have to take the build apart so...

So, got another flexATX PSU and that seems to be working. I think the faulty one doesn't provide enough power on one of the rails...
