I bought this and it come today but it seems the cpu has no thermal paste on it, so i need to buy some , is this how its supposed to be ? I know its b grade and used ...

CPUs don't arrive with paste on them - some coolers do, especially the Intel stock coolers, but it may have already been used.

It's always worth keeping a tube of TIM around, and it doesn't cost much.

There should be a "Thanks" button on the bottom left of a post, you should be able to use it from 15 posts and you seem to have just crossed the 100 mark:
