I5 9600k overclock bundle not overclocked

HI,

I have recently purchased and installed the i5 9600k overclocked bundle (5.0GHz). I have noticed that the CPU appears not to be overclocked as it is getting no more than the normal 4.6GHz boost under high load. Checking the BIOS there is seems to be no change to the Ratio or base speed. leading me to think there is no actual overclock in place. There is an XMP for the Ram which seems to be working fine at 3000MHz as intended. Is there an issue here? What should be done to get the 5.0GHz intended?

I have used both CPU-Z and HWmonitor to check and confirm the core speed.

Do you not get a setof BIOS instructions or the like on the off chance you need to reset the BIOS for any reason?
