The boot time is likely peripherals as Ben pointed out. I had this with my last 2 motherboards, my wifi adapter caused the boards to hang on USB detection for quite a while, presumably until it timed out (though the adapter still worked). Since that adapter gave up the ghost and I replaced it with a new one I've had much faster boots and I don't even have fastboot enabled.
Try leaving only the keyboard and mouse plugged in then try booting, its likely atleast one extra is slowing the boot, a friend of mine also has a bunch of external HDDs which he has to disconnect before boot or he has the same issue. From mine and my friends experience it seems to primarily affect older hardware so if the item isnt too expensive you could always replace it if you dont want the hassle of reconnecting it on boot.

I have a Gigabyte board that takes around 10 seconds or more to get past POST. It doesn't sound like anything out of the ordinary to be honest. What type of times were you expecting?

Are we in that type of society now where people moan at their computer taking 30 seconds to boot!? Jesus I remember the time I used to be able to go make a brew & and a sandwich and still have to wait.
Doesn't sound like anything out of the ordinary really, last machine I built boots to windows in 10 seconds from pressing the power button and that was a gigabyte mobo, I have a fairly decent machine and I'm pretty sure mine takes 30 seconds.
