How does pre ordering work?

Ok, it may sound like a stupid question but i ordered a pc about 2 weeks ago and items have been going in and out of stock ever since. I was just wondering, as soon as something comes into stock is one put aside for you, or do you have to wait for all the items to be in stock at the same time before it can be dispatched?. Becasue the only thing not in stock is my mouse, which, as you can imagine, is a little annoying.

As soon as you receive notification that the items are available, go into your MyAccount area, click on " Outstanding Products" and add them to your cart.

Well yeah, whats strange is that there are no items in there... does that mean it'll be on its way soon?
