Gaming rig.... help please!

i am currently looking at getting a new gaming rig.
i would like it to be intel based and no screen included.
my budget is £570 excluding the screen which is ordered.
please could you recommend a specification to be able to play RFactor at maximum settings.
i would like the price to include build ??? or is the build cost minute???
