It was time for him to leave. Microsoft has made mistakes in the past but under Ballmer's leadership they've made glaring ones.

I'll put it another way, under him revenue has steadily grown, the company has expanded into areas it wasn't in before. When he took over it was marred in the depths of anti-trust. Under him the entertainment division has flourished, new areas such as cloud have done well.
The man has the media personality of a waxed chimp, but that doesn't mean he has done a bad job running the firm. If I am able to look back in 15 years and see the growth he was steward over, I'll be very happy indeed.

MS have had a few success stories since 2000, such as the Xbox 360 platform and Windows Phone platform growth in the past couple of years. The Office products have always been a nice earner for MS too.. But, to be honest, whoever is in charge of Marketing and/or PR needs to be escorted out of the building!

Microsoft needs more intregration between it's different markets (Windows 8, Windows RT, Windows Phone, Xbox)
I feel that Ballmer's time at Microsoft has largely been positive. He made many mistakes, and it's possible others could have done it better, but he was no worse than Bill Gates.
I feel that Microsoft does have a slight problem of direction currently, and the multiple changes in policy it makes as a response to consumer opinions shows this. The fact that Microsoft is so responsive is good, but the fact that it makes these mistakes isn't.
Even with RT, it's not far from being good, it's just that Microsoft threw away its biggest advantage, the open software market. Add the ability to run desktop programs on RT, and it should be a lot more successful.
it seems he was a good person to put infront of a room of geeky/nerdy developers, but in a time when Microsoft is trying to advertise and appeal to the 'apple' market, he doesn't have the same kind of charisma. I think apple are suffering from a similar problem by having Tim Cook in there to be honest.
Probably a good time for him to step down and stick someone a bit younger with a bit more connection to the attitudes of modern society.
Think this is good for Microsoft as its impossible t take Ballmer Seriously
