well technically it does, the 'water' is being cooled by air
If anything this is likely more efficient way to cool the whole gpu board (a hot gpu chip maybe) versus the combined air cooler and water cooled options or even just plain air cooled they've done in past.
Is it going to be noisy, quite possible, I can't say I've seen that style of fan used before and that 'inner rim' could actually increase noise....

I am going to hold back any sort of judgement until its actual release date and full spec low down. Lets see what it can really do....!!!!
I'm going to put my predictions down:
Around 5% faster than 980 Ti, when averaged, at 4k resolutions. 1440p and below trading blows.
Consumes around 25% more power than 980 Ti
Overclocks around 5-10%
Noise level when running at full pelt of 45dB
Runs at around 80C when fully loaded
Base model price around £500
I'm going to augment this. I think it'll be as above except cooler (the 295x2 ran at 70C with it's cooler, so about that again) and a smidge quieter because the fan and pump won't have to work quite as hard as the 295x2's.
I think most people will have the common sense to replace AMD's fan with a proper fan. Shame they didn't try and partner up with someone reputable. Imagine if it came stock with a Noctua fan? Just transfer the cost directly to the end consumer.
The big question that I still want (I guess it's been indirectly answered, sort of) answered is: There is no fan on the body of graphics card, therefore the VRM must be cooled by the rad. This must mean it's a full block design, or at the very least more than just a CPU block jenked onto the cards core.
That's a Gentle Typhoon fan, those are really good fans for radiators. Loads of static pressure and quite low noise.

Those specs for the 390X look quite encouraging to be honest - nice bump in VRAM speed compared to the 290X (though I hope they give consumers the same ones they use in the reviews...). Now if only they could add the colour compression from the 285 to the 390X as well.. that would be a nice card for old tech.
If it is the D1225C12B7AP-29 I wouldn't exactly call them low noise, then again I can't think of a situation that it would be running at full speed, anything above 5-6v gets a tad noisy.
