Threadripper has a massive socket, so it's harder to make a M-ITX board than it is for the intel big chips. You get some amusing mock-ups floating around the internet, which (assuming they're to scale) demonstrate the difficulty of packaging threadripper on M-ITX:

Converters like that are mostly pointless, you can get faster full-size DDR4 for less than the laptop kit:

ddr4 about to be obsolete and they suddenly find speed?, and what makes it worse is that its laptop mem!
