Bloat and no competition thats been their problem.
Dividing into three segments is only going to add more bloat and because they thought there was no competition they have taken their eye off the game and foot off the throttle, theres no driving innovation.

Intel lost their development lead when they sat on their laurels with 10nm because they didn't see AMD as a competitor and didn't expect the likes of ARM to become what it has. Let alone Samsung and co getting this heavily into the silicon war.

Intel is solely to blame for them thinking their lead would last forever and not continuing their progression.

That's the stupid bit, it sounds like Intel have made progress but management failings have unloaded both barrels into one foot whilst standing on the other.

They have finally de-featured their 10nm process so that they can ship the things that they do have working. Shipping what you have working is a central pillar of modern engineering methodologies like Agile so that is what they should have done from day 1, but I suspect they pushed to keep their technical lead by throwing every trick they could find into their 10nm process. Had it worked they would be in a very commanding position, but it didn't. They gambled, they lost.
