What is it with all this RGB that manufacturers insist on putting on everything these days. Do they think we are all 12 and fascinated by shiny light up things?

No, they think "this will tick the box as a value add, this is what I must add to my product to compete with my competition, this will help me raise the price without designing a better product, this will go out of style in a few years and expedite the upgrade cycle, possibly earning us more money if we're ready" and then they shovel it down our throats and attach it to products otherwise of mediocre quality (though this card is likely just fine, if it doesn't develop a bad case of space invaders).

The RAM from the Thermaltake article is of bleh quality, timings aren't amazing, speed isn't special, but they have to sell them - so they added water cooling, masses of RGB, voice controls; everything you didn't need but might find interesting. That gives them a shot at selling a bleh product for lots of money.
