Samsung stopped being innovative or market leading years ago. They are in fear of being overrun by Chinese competition, who can now offer similar performance at a much lower price.
Once they nailed branding and awareness. But of course Samsung are much more than just a mobile phone company.
Because people can't program any more. These days a calculator can be 80MB. They just seem to use an API and throw every library they could ever need into the final version. So software that needs to be a few KB is nearly 100MB.
Back in the days when I was coding, a large program would fit on a floppy and if I was really going for it with the external resources, it'd go on a Zip disk (100MB!).

Phones are basically PCs now. They are making laptops using SoCs based on phone SoCs. These Samsung phones also have Dex which allows you to plug in screen, keyboard, etc and have a full on PC. Anyone spending what is likely to be £1500 or something utterly stupid on a phone like this has every right to expect to edit the phone's video on it, using a screen and mouse if they're an on the go solo reporter or something. That requires a lot of RAM. They also have a right to expect to use it for research and multitasking. How many tabs, word documents, PDFs, excel spreadsheets, etc can you fit into 4GB? Not much. If they're selling this as a powerhouse device then it has to be a powerhouse in the context of what you can now do with a mobile device. If a basic, cheap phone can edit a word document but be a bit slow, this has to do it instantly. Whilst playing music. Whilst browsing multiple reference documents and webpages with several youtube videos racked up and ready to play.
Phones like this are not phones. They have nearly full on PC capabilities and double up as a phone to make use of the data connection and justify carrying them around. Most higher end mobile phones are limited by their form factor / interfaces rather than processing power. Samsung's Dex gets around this and is great for certain applications (such as if you want to set up an 'office' in your hotel room using their TV and a keyboard but want to be able to take all data with you for security or to work elsewhere) but it's certainly a power user kind of thing.
