could we not achieve these values on our own if we used phase changing systems?

Do they get cold enough? He likely needed something in the region of -100°C to -150°C for this.

Well yes, because in comparison to what used it vaporizes into gas form on contact and vanishes into thin air, with phase changing itis an ongoing system, and what you use as coolaid could be the exact same material for the closed 'loop' vs open fill in untill you run out and card explodes, it is a matter if can keep and contain it under pressure.

Think this was done with LN2 before you rush out and preorder an EVGA Kingpin hybrid thinking it will reach these speeds

LN2 is cheap, you could rush out and buy that while you're at it

If bitcoin rises again, the card will be an interesting investment.

Actually no. The silicon (actually the electrons passing through) react very different based on the temperature. Significant performance gains can be attained at -196 vs that of a phase changer (normally -10 ish). The only true comparison to liquid nitrogen is liquid helium, which can go all the way down to absolute 0....but that stuff is HYPER expensive.
