Avast seems to have this firewall feature, it's free to use.. I'm running it on a SGS2 and don't really notice any impact.

Tweaked slightly to allow 'root' access.
Consider a version of Windows, for an analogy, that has been locked down so that you can't install or uninstall certain classes of applications, most notably those with low-level access. If you 'rooted' that version if Windows, you'd be giving yourself full admin access, not locked-down user access.
Going a stage further, which you shouldn't need to, you can "custom ROM" your Android device. This is the functional equivalent of re-installing Windows on a PC, but of course on a tablet / phone, you'd be loading a different OS to the device ROM, not installing to a HD or SSD. Usually, if people load a custom ROM, it's to load a different version of the Android OS, or more specifically, load a version that's been configured differently. You can, for instance, get stripped down versions with lots of the bloatware removed that Google, Samsung, etc, load devices up with, freeing space, and often reducing background processor loads by dumping unnecessary clutter.
I'm no expert in this, by any stretch of the imagination, but I'd stress the above descriptions are intended to convey the gist of what I'm talking about, not be technically accurate.
Oh, and before doing either of these (rooting, or custom ROM), be SURE to check out the process for undoing it, and whatever potential warranty implications there might be. And be aware that with a custom ROM, there is always the risk of bricking the device if it goes wrong at the wrong moment.
Most firewalls require root access to work, and the Avast one certainly does. It may be that all firewalls do, and given how they work, I'd assume that to be the case, but I haven't checked them all to see, and as I said, I'm no expert.
