No doubt for me, Pixel phones have the best cameras, especially if you're familiar with manual mode.
I think the top phone cameras on the market are usually the latest iPhone and Samsungs S series phone. But Google Pixel and Huawei P30 also have amazing camera units in them.
There are any selfie camera like oppo, samsung, vivo
I think Samsung Galaxy S10 Plus has the best camera.
It depends what sort of photography you're going to be doing. The Pixel 4 stands out for its night mode, which has to be seen to be believed. I'd say the best overall image quality belongs to the P30 Pro, but there are reasons why you might not want a Huawei
Google Pixel and iPhone have the best smartphone cameras, go with any flagship device from these two

I still have a Huawei mate 20 pro, the camera is amazing, you pair the photos with some lightroom editing and you'll take your social media photography to the next level. I was so ready to upgrade to the P30, but ...well you know NO Google
I don't think there is any match to iPhone's camera, not even Samsung. They are expensive(iPhones) but the camera is outstanding.

Fundamentally, the best camera is the the one that produces the photos that looks most pleasing to your eyes.
However - generally speaking the Google Pixel phones have been considered "the best" in comparative reviews the past couple of years. This year, it's been much closer and there isn't a clear winner for photo quality. Now, in each different segment there's a different winner. So... it depends on the type of photos you want to take / take the most.
Having said that, for video though, the iPhone 11 Pro is this year's stand out champ.
p30 pro has google, P40 hasn't but if we talk about camera, It is not bad
