In the notification area there should be an upward pointing arrow, click on that - do you see the bluetooth icon in there?

If so then you can right click on it and 'Open Settings' to sort it all out. To show it in the notification area without having to keep clicking on the arrow, then right click on Taskbar -> Properties -> Customize then change the option in the dropdown box for the bluetooth to 'Show icon and notifications'.

My friend had the same problem and was messing around with different drivers for ages.
Turned out the service was stopped and just had to be turned on again.
    May be worth a check

    discovery will be turned off

start -> control panel -> hardware and sound -> devices and printers -> right mouse on your adapter and choose "bluetooth settings" -> check the boxes for "allow bluetooth devices to find this computer" and "show the bluetooth icon in the notification area"

    done
