I updated to Windows 8 today last week, unfortunately to find that DVD is not playing any more.
I am looking for a Blu-ray player, at the same time it should be a DVD player.
Is that possible?

Native support for the movie dvd's ended with Win8. Data dvd's should stil work.
But you can still play it with the software in the post above. You could also get Windows Media center. I got it for free in the beginning, but I would look at one of these software titles if I where you.
If you buy new hardware like a Blue-ray player, all i have seen will play dvd's. Most come with a free software disk containing a slim or preview version of player software like PowerDVD
Something free like Media Player Classic should work, but I've heard that menu playback can be a bit iffy. Movies should play fine though.
I use cyberlink powerdvd, but it's a paid program with a 30 day trial.

VLC is a great blu-ray player software for Windows 8

+1 for VLC, it's been a staple on my systems for years.
VLC does not support playback of commercial Blu-ray discs with copy protection. Those require decryption keys, which only a commercial player can provide like Macgo Windows Blu-ray Player. It's much cheaper than others mentioned above and easier to operate.
Having tried them all, the only one which I found to work reliably was PowerDVD.

Macgo doesn't support 3D playback and only does 5.1 without bitstreaming.
Whether those features matter to you I don't know but it made the software useless to me.

Thanks for your information. DTS 5.1 is enough for me. I will give it a shot since it is much cheaper than PowerDVD.
