Hosting unlimited offer mysql with their packages. Hopefully that will be right.

By scratch I mean do you plan to code it yourself?

    What's the problem with phpbb?

I thought you go to a site like phbbplanet.com and get your forum setup there for free! Why go through the additional trouble...reinventing the wheel?

if you don't even know what backend to use for an off the shelf forum, or unsure how mysql could be used to develop your own forum, your out of your depth in a big way.

I suggest paying a hosting provider to give you a pre-configured forum
    It is Inevitable.....

but as I said if you can't even work out which DB a board uses - your probably going to struggle to set it up and run it, thats why I suggested paying a host to install/configure and manage it.
