are you sure that a project written in php/mysql will be enuogh for a uni project? php isn't the hardest programming language in the world -t gets stuff done quickly, code can be written incredibly fast but make sure you won't be marked down for a lack of OOP, etc which php won't fully support.
if there is a group of you, you may find mysqls lack of triggers are stored procedures a little limiting. And the way users have to be given table access is kinda a security issue.
My prefernece would be linux (vector), apache, php, postgres - all free.

"Your suggestions for concepts are good but it might be better to base it on something you have experience of as then you can build a system e.g. it might be nice to build a system that allows the lecturers to take in projects for a class, add comments, rate the project individually, then decide on an overall grade. The same system would also allow the student to respond to the rating given e.g. to ask for more feedback on specific points. Over the course of the degree you'd build up a portfolio of the student's work and comments which can be viewed by both parties as a log which could be printed out for inclusion in a CV or something similar."
Err.. No this one is a little late and all. But in response to that earlier reply... I am in 4th year at Aberdeen uni, and that was basically my 3rd year project, and damn well we did it too ! Using a tomcat server - free - departments mysql server, struts jsp and a load of accessor java classes.
