PCs are rarely "off" unless you unplug them or use the physical switch on the PSU.
From what I remember, if its a high pitched whistling whine, then its most likely the metal plates in the transformer core vibrating where the plates are loose.
It could also be a dry solder joint on the PCB.

I didn't find many results from google search but I did find a user review saying
I have purchased two of these in last 3 weeks and they both have a high pitch whine, the second one whined at a slightly lower pitch. Clearly audible with head near to PC and just audible over the other side of a quite room.
The whine is only noticeable when the PC is shut down and remains indefinitely unless it is switched off from the plug socket.
It wouldn't surprise me at all if they all do this but people are unaware.
I don't want to be a hassle with returns but I don't find it acceptable or something I can put up with. Are there any tests I could run or you could do on your end?
What are your suggestions.

It is not normal for our PSUs to give off any kind of high pitch whine. If the power supply is already out of the reseller's 30 days exchange policy, please click on the link below to request for RMA from us directly.

It could be a capacitor whine. Not exactly a sign of failure but not exactly confidence inspiring. My ATP650W is as quiet as a mouse FWIW.
Grab that. Get that. Check it out. Bring that here. Grab anything useful. Take anything good.
I have rma'd it twice. This is my third unit and it still whines. This is even without installing the psu. As soon as I connect power lead it whines. This is very bad from Antec. I will RMA again. Each time it costs me £10 for postage.

If that had happened to me 3 times then i would probably get a different model PSU or go with a totally different brand. I'm having the same 'whining' issue at the moment with a Corsair PSU and it's exactly the same as you describe as it whines when the PC itself is off, but the PSU still switched on at the wall.
It's also very annoying when reputable companies such as Antec don't provide a 'collect and return' warranty like most other companies.
