Without having even sat in any of them, or taking practicalities into account (highly unlikely I'd buy a brand new car anyway) I'd have one of the following:

Fiesta Ecoboost (125PS one), ST or the Zetec S Red edition (if they're still doing them - the black version looks daft as, and in reality the list price is way too close to the ST). Would seriously look at Mountune for the Ecoboost though again that wouldn't really make sense for a new car vs the list price of the ST. Shame they don't do the 125PS engine in a lower model, could make a good mini-sleeper with the MR165 upgrade.
Fabia VRS - not sure why but I've always had a soft spot for these even though I wouldn't even look at an Audi A1 or a Polo (both feel like trying too hard for me) and unlike the Fiesta red / black editions I really like the two tone version of these, though I'd go for kermit green with black roof (until I drove past a shop window and looked at myself and thought, wow, what a plonker)
Maybe a modern Mini Cooper / S with the run flats swapped for normal tyres - though my wife had a gen 1 cooper and it was way too girly for me and the run flats were horrible as a passenger (not so bad as a driver though you'd still occasionally shout "ow, my spine!")
Fiat 500 Abarth SS or whatever the top 'normal' version is these days. The lower end ones are girly but I really quite like the body-kitted versions. For me they evoke the spirit of the old Abarths much more than the modern Mini does.
Or, if you want to put on a sensible hat I'd look at:
Fiat Panda (something about their honest basic nature appeals, maybe a twin air one and I still really like the previous model in 100HP trim)
Citroen Cactus (though this is stretching the definition of a small car for me)
Fiat 500 (probably the twin air)
A bogo petrol Fiesta
(For reference I drive a 1.6 Focus Estate - so you can see how close to reality this post is...)

Are you giving up a budget at least? "Best" small car could well be a Lotus Exige, or an Alfa 4C if you are more into looks than handling

Lol, well I usually think the correct answer to just about any car question is "Lancia Strato's" but hard to get that to fit here. A small car by modern standards, surprisingly practical as long as you don't want to reverse

If it's something new, I'd probably be looking at a Fabia sort of thing as a general runabout. I quite liked the one I drove.
Otherwise, my answer is simply - "I will NOT buy a new car".
Almost every car loses money the instant you drive it off the forecourt and given how many go back for fixing of the niggles and defects soon after, I'm even less interested. I'd rather get an older, broken in one.
If it's just anything on a 'Forecourt', then that opens up the 2nd hand market and a few slightly older models.
But since I'm in the market anyway - I'd sooner go for a cheapy 2nd hand model and have it tweaked by my mechanic... or combine him with his other mechanic friends and make it a proper kick-bottom souped-up demon Sleeper type that has insane performance for what it began life as, while still getting decent mpg all for less than the on-the-road price of a brand new car!!

Tesla used to do the roadster, not sure if you're aware of that one scaryjim? It looked very much like the Vauxhall VX200 and/or Lotus Elise. I don't know how small they can make electric cars that want to go fast or far, as they need lots of batteries. As I'm sure you're aware.
