Yes, ST24 has marginally stiffer suspension and sits 15mm lower.

The new shape Ford Mondeo 2001 model is looking v. appealing, they're around £2800/£3000 for average-high mileage (74k/82k) on autotrader
But may also try to find a good deal on a Nissan Primera GT (seen one for buy now £1800 on ebay).

I would say this is not enough money for a decent Mk3. I would be sceptical of a Mk3 Mondeo with under 100k on the clock for £2800.
I could be wrong, if you can get one for under £3k that's absolutely astonishing value, but I'd be suprised.
