    The facility is (or was) owned/run by Total and Texaco (AFAIK) but there's no reason why they shouldn't store fuel for all the other companies. Perhaps elsewhere in the country Texaco tankers fill up at Shell depots.

    I think Butuz's explanation is the most likely.

    One of their depots was next door, and it got damaged. Nothing to do with fuel shortages.
