Even an i7 with a single 5770 will run fine and dandy on a 450w branded PSU.
You seem to have the general rule of cheap/branded PSUs backwards. You're lucky to get 50% of a cheap PSUs rated power at 12v, where most of it is needed. A branded PSU can provide close to 100%.
so you saying i will only get 50% of the rated power on a cheep psu. but will get the full 100% on a branded one. I dont do cheep psu's. but the psu on my sisters computer was bought by her ex. just ordered a XFX 5770 to replace the X1800 gpu. now wont her to get a better psu. something that will protect her computer if she has a power problem

I'm running an overclocked core i7 920, raptor HDD, GTX260 and a couple other hard drives, all currently on a 500 watt supply. For your (sisters) system I would look at a Corsair between 450 and 550 watts. Unless you are planning some big power consuming upgrade in the near future.

Just looked at your speedtest.net score. just tested hers and shes getting is there any setting to sort out on her pc. because she surpost to be getting 20meg.
Any setting to sort out in task manager.
Her ex has done a lot of messing about with settings
The value isn't fixed, some provide more than others. Average is ~90%.
Some examples:
Cheap 500w PSU ~20A @ 12v (240w) = 48%.
Seasonic 330 24A @ 12v (288w) = 87%
Corsair cx400 30A @ 12v (360w) = 90%
Corsair vx450 33A @ 12v (396w) = 88%
Corsair hx650 52A @ 12v (624w) = 96%
I think the hx1000 provides the full 1000w @ 12v on 2 rails.
As you can see, a 330w branded psu provides more power than a 500w cheap psu.
I'd recommend you just get a 500W Silverstone or Seasonic tbh. You can get them for around £50 - £55 on www.Scan.co.uk
