Not sure about US points being able to work with a UK account, but I did the maths after looking at the US prices for cards on eBay, it's basically the same price per point. Americans pay less, but they also get less points on their cards, one of the rare items where the exchange rate is used correctly.
Cheapest place I've seen is play.com, £17 for a 2100 card, not that much cheaper than RRP though.
you could try woolworths for a cheap card (they sell the Wii points ones for £13.99 in store)
i'd go with play.com as well.
Game has an offer on wii points 2000 for £9.99 when bought with anything else in store.

I'd be tempted to buy a card then, otherwise i'd go to woolies, they had one docking station...£9.99 if bought with anything else or £14.99 otherwise in the one 2 doors down (I actually went to try and get ssx)

I have a feeling the shop I work in was selling them for £16.99-19.99 though (couldnt exactly tell you, was while since we had them in)
Unlike Xbox Live Gold, I have been unable to find anywhere cheap to but Points, tend to sell everywhere for around the retail price.

erm cheapest place IIRC was in Toys'R'Us when they still had the xbox games with the years sub inside going for like £5
