Getting the body armour first makes the missions a lot eaisier. I got repeatedly killed in the subway in three leaf clover without it. With the armour it was much easier.

It's also a lot easier if you kill everyone else before they shoot you
Grenades are good for that level. The cars they hide behind get all flashy and pretty. And everyone jumps for joy. Sick and happy.
