Freezer 13 non pro for £14 kept my i5 2500k at 4.8ghz under 75 degrees
Looking online, apparently a hacksaw would do the job for small mods?
I can pick up junior hacksaw for a quid on eBay, I have a file lying here at home, not going for the uber clean cut, something to cut the sharp edges off n maybe get a hole in the top panel for an exhaust fan?

Have you tried reseating the heatsink? Also, I would completely get rid of that big fan, as I think it only makes noise.. I have built a few systems, And trust me, usually I had 2 intakes (all in the front) and 2 exhaust fans, one being PSU with a fan manually set to spin at constant speed. Now, believe it or not, when I discarded that second exhaust, temp's didn't change at all. Intake is very important, cool air running from the front over your memory, HDD's and all the way to the heatsink. Exhaust, however is not that important. Also, I suggest change of the case. That would probably lower the temps too.
Try to reseat the heatsink with a new thermal paste first. Also, get rid of that big fan. Post temps before, and after.
Artic Freezer 13 looks good for that price. Recent Hexus review also confirmed this.
I like the Hyper 212. Can get 4.3 Ghz on a 2600k and have it just under 70c while stress testing.
I found that the side fan made a big difference, it could just be my setup, but it knocked down my load temperatures of my CPU by 10 degrees.
I will be getting a cheap case with a lot of ventilation but due to the size of my heatsink I may take a look at the Hyper 212, on hardware secrets the Freezer 13 series perform lower than my current ( ), the next heatsink I will look at is the Zalman CNPS10X Optima which is a good performer and also if I can find it just as cheap the Hyper 212 EVO.

I have the Arctic Freezer 13 Pro on an AMD Phenom II X4 955 Black Edition
I cannot fault this heatsink. it gives me nice low temps and is near silent even when I put my machine under full load.
I do have a side 120m running on 7v basically putting outside air straight into the heatsink and another 120mm on 7v in the top pulling the stale air from the heatsink straight out of the case.
I will say that the pictures do not do it justice though this heatsink is huge
Kinda hard to find a decent CPU at that price, cant you put out some extra cash since its one of the most important items in a computer?
My coolers good its a Xigmatek thors hammer, but the case I am going to get is 190mm wide, and the heatsink is 160mm in height. Most if not all cases I look at seem to be in the 180-190 width range so this cooler may not fit.
Only problem is that it's a bit big - if I wanted to fill my first ram slot (on the asrock z77 extreme4) I'd have to move the fan up a cm or so. That or remount it on the other side, though I'm not sure if having it suck air in through the heatsink (instead of blowing through it) changes its performance at all.
Apologies if it's already been mentioned but I can personally recommend the Arctic Cooling Freezer i30, assuming you're on Socket 1155, 1156 or 2011. Can't link it, new member
Not as big and obtrusive as other air coolers, the fan is very quiet even at full 1350RPM and somehow manages to compete with air coolers twice it's price and even comes close to expensive prefab water cooling kits.
Last build I did had an i5 3570k at 4.3Ghz, 1.185 Vcore cooled by this cooler, with temps no higher than 74 degrees under full load.
This was in a Fractal Design Define R4, not the best case cooling-wise.

I have a Scythe Ninja, bought it second hand for 22 Euro. I like how it cools, but with a fan attached it is big and heavy.
Well the LEDs aint helping but you have more issues, the case is made of 0.8mm SECC.ST which is a heat magnet and concentrates heat like a banana concentrates potassium.
About the airflow can you show us a photo of the case sidways open ?
