turn your pc off and take out outside to the back garden - and with a paint brush gentley clean the heatsink (in situ) and brush off any dust on it
Well if you try looking in your BIOS there might be an option called "Smart Fan". I use this personally and it has significantly reduced the noise of the stock cooler.

i took my side fan out and now the cpu runs a few c,s cooler. might try the paintbrush clean first
