If you are not going into advanced overclocking then ARCTIC COOLING FREEZER 7 PRO REV.2 UNIVERSAL CPU COOLER for £13 is very good value....I'm buying my 3rd one ATM.
2nd computer gigabyte P965ds3p, 7770 E2140@2.9ghz, corsair HX520 6 years stable, replaced now with E8400@3.9ghz and will overclock more when I'm bored.

I'd opt for Silverstone SST-FM123 this has good CFM, static air pressure and fan controller. If you don't want option of ramping fan speed up for testing an OC then this running at full speed is quiet and good Link:- Silverstone SST-FN121-P

I've had the TRUE with FM123 combo on a Q6600 @ 3.4Ghz with 1.325 vCore for over 7yrs running 24/7, can get 3.555Ghz stable. I usually have fan at about 1300rpm, very quiet and gives good cooling results.
Another option is ebay, you can at times find great Thermalright heatsink's going for £8 - £15, recently bought a Thermalright Archon SB-E X2 for ridiculous price. That Archon can give same performance as a £60 Noctua NH-D14, Link:- Bit Tech review data

I doubt anything would come close to the performance/price ratio of this combo ...

Got an Freezer 13 (pro was out of stock) for £22 and its great! X3430 OC'd from 2.4Ghz to 3.7Ghz and not going above 65 degrees on load! Happy days!
Keep a close watch on the temps as we move into the Summer months, TCASE is 72.7°C on that CPU, throttling will start within 7 degrees of that (~80) so not a lot of headroom left.

On my two systems with freezer pro 2, I left coretemp on in the background and my grandchildren played games on both computers for hours, and the temp was never higher than 57 c with room temp about 20c........mind you what helps is two good cases for ventilation.

The Hyper 212 evo is good value for money
A bit over budget but i used to use a Coolermaster Hyper 212 evo, and found it to be a good budget cooler
Games really don't create that much heat as say running a stress test or heavy app like Folding@Home after OC'ing a chip like OP is.
For instance that Archon I got won't show temps higher than 55 max in heavy duty games. When start using say XTU or Folding@Home I can touch 60 ish and with Prime95 v26.6 (no AVX running) 65-70 depending on room temps. This example is i5 4690K on low volt OC of 1.16 vCore @ 4.4GHz.

Hyper 212 Evo best air cpu cooler there is. I've got one myself.
Most people say the Hyper 212 Evo!
As far as I'm aware, the Hypere 212 Evo is a hugely popular choice when it comes for a CPU Cooler especially being on a budget build. On that note, I've actually received this Cooler today for the use of a fresh new build I'm making sometime in the future. Judging by the posts above, the Hyper 212 Evo is a good choice.
Although, I have had a look at some other coolers and have come across the Zalman CNPS10X Optima which currently is about £8 cheaper than the 212 Evo. Scanning the reviews on this, it does seem that this Cooler is also just as reputable as the Evo!
