You want merino wool undergarments.
Mega comfy and ultra warm, just came back from Switzerland a merino baselayer kept me toasty warm on the piste with just a light (again merino) wool pullover and a thin waterproof shell.

I'll wear a t shirt under my work shirt if it is particularly cold, but not got so far as going in thermals
i just wear my gym vest under the shirt and if its outragously cold like it was to day - my gym pants under my work pants too

just my luck i'll invest on thermal stuff and the temperatures rise
then again, very small price to pay for warmer weather
I've got all the thermal kit because of riding the motorbike in less than wonderful weather, but never worn it to work
It's like washing the car/bike - it will guarantee the temperature is likely to rise
after yesterday with the arctic office weather and an Air con that wont be turned off it was FREEZING!!! and today when came in work with my vest, t-shirt, shirt, hoodie jumper combo on - the weather isnt as bad AND everybody has a desk heater . . . . . . i think i have lost a stone in weight im that hot - and the floating alien sat next to me is doing Churchill impressions . . . .whoa i feel dizzy

When I was a lay about student I would walk to university about ~3km (unless it was raining cats and dogs, it been Manchester it wasn't that often - honest) any way Wilmslow road/Oxford road can be a wind trap.
God bless Levi's jeans I would ware 2 pairs of them. Not sure if they still do but in the late 80's early 90's Levi's had a selection of cuts and labels, a pair of 'black label'* jeans would fit over a pair of 501's. I also had a levi's coat which would fin inside another coat. Add a hat and gloves and finally a scarf, to coin a popular phrase from the time, I'm sorted.
*The black label jeans were (I've still got them) a loose fit and thinner material to the 501's.
