It was cropped by the breeder, at a few days old. All Dobes, apart from a few breeders who prefer 'the natural look' are cropped in the same way.
In America, they also do the ears as well, so English Dobermans have floppy hound-like ears, and American Dobermans have smaller, sticking-up ears.
I suppose it was cosmetic reasons, to answer your question; I wasn't asked about it, its standard procedure for the breed. Ear cropping is now banned in the UK, and many other places.
Almost 100 breeds are tail docked at a few days old, and the Dobe is simply one of those breeds. The reason?
"The reason for docking Doberman is very simple; the Doberman used to be a police and service dog and by docking the tail we prevented the criminal from grabbing the dog by his tail during action."
I'm not that fussed either way, to be honest. My breeder was 100% reputable and well respected in the field. He's had many awards in various local and national shows for his pups. I didn't go to a puppy farm or anything.
It is a humane process, although, as it is now done for cosmetic reasons, it’s arguable whether it should still be practised.

But it is always done at a very young age, while the pups are still with the mother:
