If I needed a new PC, I'd buy suitable bits and build it myself. But "suitable" doesn't mean "best money can buy", as far as I'm concerned. There's a point beyond which a PC just has more power than will be used by anything I do, so I'd buy just below or at that point. Anything more is pointless.
Own built system. Helps me gain knowledge and allows me to mix and match all components to my own likings.
If I won the lottery pootling about with computers would be the last thing on my mind, other than what colour laptop trim would suit the new yacht.
I would build one myself. Scan could do it a lot better.
But the rush of fitting high end components together and being so rich I don't have to worry.
It would be SSD's and a big extravagant OLED screen. Oooh, and maybe Nvidia's new 3d monitor from Scan aswell. Maybe Scan could sort me out with one of their cases with heat reactive paint job. That would be nice. I would enjoy getting a nice i7 and a nice mobo. The joy of seeing how many 4870x2 I could pack in it aswell.............. I can only dream
As it stands, I could spend less £500 and get a significant boost over what I currently have.
If I had the cash to blow, I'd probably end up spending a few grand getting kit that gets me good performance upgrades (I'm a pragmatist at heart) and pay one of those shops that mod parts on request to make some of the more difficult parts of the mod ideas kicking around in my head a reality, then put it all together myself.
On the other hand if I were totally and utterly corrupted by money (and still cared about the specifics of computers ) I'd...
...pay somebody else to exhaustively trawl through what's out there to find out what is actually the best
...get manufacturers to cherry pick the very best parts where appropriate
...make sure they give all these parts adequete driver support
...pay somebody else to set it all up make all this work properly at all times
...consider paying games developers to improve their support for games I like
...go and order a Virgin Galactic season ticket
I think it's definately a build your own job - with all that money you could get the perfect pc that you've always wanted.
Plus, if you got one of the scan 3xs pc's, there'd be nothing to distinguish you from another guy who got one (although they are awesome)..I'd just want something that's just for me!
EDIT: But that would be after the ridiculous amounts I'd spend on all the most luxurious modes of transport available to man

I'd build a top end PC, a tank full of LN2 and enough chips for me to use suicide runs for day-to-day purposes.
Hmm, after buying a couple of houses, and making sure some of my friends were set for life, I'd probably build myself a nice photography studio somewhere

i'd buy all the best parts and the biggest screen you could put it on
I'd construct a pc with its own dust-free and exhausted chamber next to my room to cool it seperately from everything around it. Wires would run through the wall to the monitors etc and I'd have a dvd drive etc built into my room wall using long cables. That would be pretty badass.
I'd buy a £500 laptop which is good enough to do photo manipulation and editing on the move and i'd travel the world for several years... keeping an online diary powered by this very insignificant laptop...
you win that much money and lock yourself in a room to play on a £100,000 computer then you have issues

If I won the lottery, I have to be honest as a dedicated man I would want to keep working.. with that in mind I'd buy a pc shop, get a nice sofa area and work there for the next 30 or so years (who cares if it doesnt make any money)
But to answer the question, build all the way
